The above image is the swearing in ceremony of Venezuela's civilian militia.
Obviously, Venezuela's militias come from a top-down state structure but it does bring up the idea of an armed citizenry. An armed and trained citizenry can defend itself from threats inside and out.
A standing army needs wars for profit.
